Well, no, AFAICT it is sufficient to license the code under a 
compatible license (that can be relicensed under the GPL without 
further notice). IOW you can take public domain code and put it into a 
GPLd application - you don't have to change the license of the public 
domain code, you can continue to distribute it as public domain.
