[haiku] #haiku-?? IRC channels

Hi there!
I have a question regarding Haiku IRC channels at freenode.net.
I assume, the main channel #haiku was officially registered with
freenode. What about the different language specific subchannels like
#haiku-fr or #haiku-es? It feels like these channels disappear when
they aren't used. Is this a problem? Right now there's a #Haiku-de
channel, when it really should be lower-case #haiku-de. Who sets the
title etc.
So basically: Can/Should we promote these #haiku-?? channels to an
official status? If so, how is it done?
