[haiku] When is something an Optional Package?

Hi there!

I was wondering when does a software become an optional package? What's the difference to any other archive sitting on HaikuBitsWare?

I'm just asking, because "Optional" means it isn't really part of Haiku. Therefore I was wondering if e.g. WonderBrush, Vision, BeZilla and BePDF should be included in the user guide under "Haiku applications". Should there be another section "Optional Packages" and the documentation, if it's not already done, be part of that package and there'll only be a link to it in the user guide (like with BePDF already)?
