Why not simply call it "App" or "Application" (if "File" is not appropriate,
that is) ?
This should be reasonably clear to the user, and we could put all app-related
things there, like "Help", "Settings", ..
The BeOS-Pre-releases had an app-menu in the deskbar that worked just like
that...
