It would probably confuse users more than help them,
as apps that don't specify support for the URL types
most probably can't handle them. (and adding them
won't do any good as the app-internal stuff isn't there)

(Selecting a non-capable app would be like "Select..":ing
 SoundPlay for the Excel filetype.. more or less, except
such a user is probably slightly more insane.. but who knows
what Marco's plans are... ö)

The right way to add an unlisted app would be to use 
the FileType Tracker addon on the unlisted app, and 
add the URL type to the app's list of Supported Types.
After that it should appear in the list.

IMO, the "Select..." and "Same As..." -options
make better sense for the real filetypes.

The point of the URL preference is to make the 
URL settings more accessible/visible.

In short: 
- devs should pay more attention to the 
   Support Types list of their apps,
- users should demand that devs do it right.
- users are not hindered from patching bad apps,
  + they can "easily" edit the URL types via FileTypes
