IIRC Jace from BeUnited started some UI guidelines, but I don't know if
he got them finished.
But I agree that we need something like this; even the Be applications
followed the same standards. And even Apple breaks conformity with the
"silver" shiny iTunues and friends (although they have style
guidelines).
