I am not sure. Suppose you have a real printer, isn't it then better to
prompt the user for configuration upon first usage of printing? I find that
more convenient than to manually go setup a printer in case I don't mean to
print to PDFs.

I presume you mean LaunchBox, in any case it does not pop into front by
default. You must have configured this option. It then pops to front if you
touch the side of the screen where the panel is nearest. Or do you mean
something else?
