I have to object to this notion. According to a not so distant discussion, Haiku Inc. did not have such (or any other) authority.
Haiku Inc. does manage the funds in the sense that it handles the administrative chores, but it is not a decision making body per se.
Ergo, it is all the voting contributors (devs or non-devs) who should decide how the funds are used, and should do so through discussions and/or votes in the open for the sake of transparency.
