[openbeos] PCX translator

I was checking the list of translators we had in svn to see which we
missed,
and I noticed we didn't have PCX. Granted those are quite rare now (the
only one I have here are ppModeler's resources), but they are sometimes
used for fax stuff.
It seems there are 3 of them on bebits

2 are GPL, the 3rd one doesn't have source available it seems, maybe
someone would volonteer to mail the author and ask the sources and perm
to release them under BSD ?
