[haiku] Open comand and HVIF translator

Hi people, just two things :
- a question: the 'open' command is supposed to work with urls too?
like if running
open "http://www.haiku-os.org";
in a terminal that will open the prefered http handler with the chosen
url ? or won't?
- a proposal: a HVIF icon translator to do convertions from haiku icons
to any supported format
