Sort of. There's two parts. First is adding the JOPs to the existing OptionalPackages file. This defines an archive as an OP. Then the part I mentioned above is for adding the package to the image. The build system variable could be something like a configure option "-- include-JPBE".

Thinking about it more, that evaluation statement probably needs to be done somewhere else. If it is only in ReleaseBuildProfiles, then building a basic haiku-image will lack the JOPs.
