I think the only way to make the rating fair would be to skip it; after 
all, you can only count the votes that have been given, not the ones 
that were missing.
Would it be possible to a) see which ones you already have voted for on 
the overview page, and b) to use cookies for changing IP addresses 
(which should be the case for assumed 97% of all users)?

I know it comes in late, but right now, I think the voting mechanism is 
bit too simplistic without cookies that remember the votes.
