My take on the mock-up:

Radial menus are cool, but mostly for context menus, of which the
Deskbar is not.

I like some of the graphics, especially the volume control, but the
circle motif is probably not very space efficient if you give up on
the idea of the "Golu" appearing anywhere on the screen.

The reason that idea should be rethought is what Stephan mentioned:
muscle and spatial memory. When using a computer (or any interface,
even something like a car or microwave oven), each of us gets used to
things being in a certain position. I know I can get confused driving
someone else's car if it is different. Or using a different microwave
or whenever I change operating systems (you close the window on one
side for Mac and BeOS, the other for Windows or Linux, etc.) So the
idea of the Golu being anywhere on the screen may not be the best for
usability.

But I still think some of the ideas and graphics in these mock-ups
could be useful to think about and experiment with.
