I think that you have to port Haiku to IA-64 if you want it running on there. As far as I know, IA-64 doesn't allow running x86 code at all considering the platform it completely 64 bit, not the painful hybrid that is x86_64. I'll have to try compiling the toolchain on it and see where it goes, but I don't think Haiku has x86_64 support yet (correct me if I'm wrong here) and that would be the first step to getting it running on IA-64.
