The proposal looks quite good to me. You can perhaps try to be more precise on the schedule, ie. for exampel tell where you will be at the end of may, june, july. Did you look at the other ports of Haiku ? We have powerpc, arm, and m68k in quite good state (the kernel starts to boot, at least), and an experimental MIPS port. They may give you an idea of the needed work. Also, did you look at the cross-tools part ? To get this project done you first need a version of gcc able to provide 64bit executables in the Haiku format.
