My thought would be the news sites would request an interview with the student.
While the student does have the right to deny the request, i
personally don't see why the would. :)

and agreeing with Niels, I'm bouncing back and forth between the
application, generating content for the w.HO gsoc 2009 pages..   So
I'm gonna leave the interviewing to the individal news sites.

I've still yet to update the ideas page and would greatly appreciate
someone to look over it, add additional details of the knowledge
required, and make sure i've organized the projects accordingly
