[haiku] Drivers blacklist

Hi, i noticed that in the latest nightlies, was introduced a way to
exclude, using a setting file [1], drivers and add-ons. I haven't
understood how activate this feature, how to activate/use? I see that
should be a file called "packages" i have to create this file, and in
which location?
