If we can defer keymap, network, timezone, account, locale and other setup to post-install, we sure can defer 3'rd party additions. We don't want to merge Installer and Boneyard just to let people download a few apps from the Installer. Unless there's a pressing need to push crucial drivers, there's no need. If Haiku was a commercial, boxed product sitting on shelves for months, it may be a good thing, but currently it might be better to simply publish a new .iso with the new drivers.
