Yeah, absolutely. Static app resources should stay
in the app folder. (Or in the app itself, should the 
developer prefer so, but that goes without saying.)

Only non-default app data that are not settings,
and also not documents in the usual sense, would 
be allowed in such a folder. Whatever it's called.
Something that expresses the app <-> user relation.
Perhaps it's impossible to capture this in one word.
