I've always used:

jam -q haiku-image

and it used to work, but now it doesn't. Could the jam parameters have
changed and that's why it's failing now?

No, the jam parameters have not changed, but build system internals related
to image building have and it is entirely possible that the haiku-image
target doesn't work correctly anymore without additional configuration.

Personally I'm not particularly inclined to fix building the bare targets
haiku-image and friends. This build method has become obsolete some 7 years
ago with the introduction of build profiles.

I typed jam -q minimal-raw and it said "Build profile minimal-raw not
defined". I am running Haiku x86-64.

My apologies, I mean I typed: jam -q @minimal-raw and it gave me that error
message. I assume not typing the '@' could effect the outcome, so clarifying,
to make sure no one thought I got the error message because I didn't type it in
right.
