I think you're misreading the intent. It's not "ask us first or we'll sue" - it's more an offer to people who are producing material to hand out to haiku-virgins that they can get their facts confirmed.
I tend to equate the logo with some sort of official endorsement. I think there's value in being able to make that association (some now, but moreso in the future). In order to build and maintain that value it's necessary to see what material people are using the logo on - I think that's a fair enough request. Websites are a bit of an exception as I see it (as the "official website" already lives on the internet - there is no such equivalent "official flyer").
I barely think it's worth an argument though (which I'm sure you'll all be glad to hear!)
