Also you want to minimize what you need to certify. So if you run the baseband
on a separate OS and CPU, you have to certify only that part. It allows you
to let the device open to OS replacement (as is the case with most Android
phones today). The situation is similar with wifi adapters, where the 
certification
includes the firmware, which explains why manufacturer usually won't provide 
firmware
sources (otherwise you would need a radio operator license to operate your wifi 
card,
as you would be in control of the frequencies, etc).
