[haiku-inc] How are contract applications considered?

Hi there!

The recent announcement of two more full-time contracts got me
thinking. What exactly is required for an application to be considered
and how is it decided to accept/reject an offer?

I'd have imagined that the applicant would provide a plan what exactly
he is going to improve, what the status quo of that issue is and what
his a approach to fixing/improving is. All that is then considered and
discussed by the other devs (on this list) before a contract is
granted and announced.
The responses to Adrien's blog post on his plans for Webkit/Web+
suggests that this isn't the case. Anyone wants to shed some light on
the process of granting contracts?
