I agree that some of the information is sensitive, but there should be a way
for people to contribute. Otherwise the only members the inc will get is
coders frustrated that the org is not working as it should.

It's not an issue that can be swept under the rug though. Both the US
and Europe have very, very strict laws governing people's financial
information, so this simply isn't a case where you can ignore them
because it's inconvenient/raises the barrier to entry, that's simply
the reality of the rules. For development of something like this the
topic at hand, you could conceivably put together a dummy database of
bogus information to work against/test, but the real information
simply cannot be made available to any random person who wants to
contribute.
