Does this mean that the current approach still works for you or do you
want me to create the Trac category?

The problem with the current approach is the lack of information is anybody already working on the committing requested language or not.

I have seen no more objections to my prososal, so, I think, we can create corresonding Trac category and annouce this way as "official" one for translators having no commit access.
