Repeating what I just posted to gci-mentors:
The dash vs. underscore and capitalization are basically up to us and our infrastructure. IIRC, back when we were setting Chinese up, Pulkomandy said something about the system expecting filenames in lowercase, hence it was left like this. I think the question about what Haiku CAN accept now should be deferred to him.
