The user guide site is unmaintained. So that's a no for that one. For
Pootle it might work, I have no idea.

IMO, keeping track of translations is the job of the language manager.
Once a week she should check those sites to see if there's work needed.
Then she can mail to her mailing list prodding her minions into action.
Or just do it herself...
