If I understand it correctly, it is related to displaying and input of texts in arabic. It cannot block the localization effort. Of course, you cannot see the results of localization work immediately in Haiku programs correctly but you can localize all modules anyway and come to the time when the #6950 will be fixed completely prepared - with fully localized system. I recommend you do not wait. ;-)

Notethat any unapproved translations need to be approved in order to move.

that's what i wanted to know,but if everything is going to be moved to
pootle anyway,it's not important if the arabic strings are not
approved,as long as they 're not going to be in the repo probably for
a long while,until the ticket is fixed,is that ok?

Note that only approved lines can be downloaded from the HTA so you have to approve all string just to not lost them after HTA goes offline. It is up to you let the arabic localization be in the repository or not until the #6950 is fixed - but you need to approve them to let the download possible.
