[haiku-i18n] Applying for spanish locale manager

Hello,

No suggestions have been approved in pootle for quite a long time now. I
tried to contact the current manager via the mailing list, but I haven't
received a reply. So, I'm applying for the position, seeing that there's no
active manager.
