There's no need to duplicate the same plural form, so instead of:

{0, plural, one{# dosya eklendi.} other{# dosya eklendi.}}

A simple 'dosya eklendi.' should do.

Not exactly, because the # still needs to be replaced with the number.
So, it should be something like this:

{0, plural, other{# dosya eklendi.}}


Generally, plural forms can be adjusted to the language. You can add or
remove terms if it applies. So, if your language doesn't have a special
form for "one", remove it. If it has a form for "two" or "zero", add
it.
