[haiku-doc] Wiki i18n start page

Hi there,
did we come to a decision to put what's now at the haikuzone start page
into the top i18n wiki page?
One consideration is that the user guide translation maybe won't stay
the single focus of i18n. There's also the system localization. While
some docs may overlap, "Terminology" perhaps, how the online
translation tool is used, does not.
Also, I put some information to Language Translators into the Info
template at http://dev.haiku-os.org/wiki/PageTemplates/i18n/Info . Wiki
maintainers of existing pages (ru,pl,fr,es) may want to have a look.
