[haiku-development] window/focus order flaky lately

I've only tested briefly, but it seems right-clicking windows to push
them back doesn't do what's expected, lately, the window keeping its
focus.
I think I also saw the second last focused window (pushed way back)
receive focus when the first-most window was closed, even though there
were plenty of windows in the foreground (between them in z/depth).
