[haiku-development] which should have precedence - /boot/common or /boot/home/config?

Seems right now Haiku is giving precedence to /boot/home/config over
/boot/common, that is if a file with the same name is put in both, it
will use the one in /boot/home/config.
Is this what the plan is for long term or will this be changed?
