You can do all this with Ubuntu. Just copy the .deb file to "CD/pendrive, ...". Synaptic even gives you the possibility to create a script to automatically download the software and all it's depencies on a computer with internet connection. It also supports media other than the internet, like CDs. But this might get a bit offtopic.
