My guess is that you just haven't configured a Beep sound. You do that 
in the Sounds preference panel. (BTW, pressing the Play button there 
has the media_addon_server pegging the CPUs for me...). I just tried it 
and it does work (r38200). I also use Shortcuts for launching some 
apps.

If it's not the unconfigured Beep sound, here's a short help for 
Shortcuts:
 * Make sure no already existing shortcut row is selected, or it'd get 
copied in the next step.
 * Click "Add new shortcut".
 * Click in the "Key" column of the newly created row.
 * Press the key you want to assign.
 * Click into the respective modifier key column to cycle through the 
key that should be additionally pressed (e.g. Shift, only 
left/right/both or either).
 * Right-cklick in the Application column to chose the action, e.g. 
"Choose application with file requester" to launch an app or do a 
simple *Beep as in your test.
