[haiku-development] certs package

I'm going through the OptionalPackages/OptionalLibPackages and
checking each one to see if I missed anything and I have a few that
still need minor work. I just hit the certs pack and remembered I ran
into an issue with mercurial connecting to bitbucket, then googled and
got this:

Perhaps the fix is to add something to the certs package? And/or a
change to our mercurial package(s)?
