That would be certainly possible, though also more work.
As for the original problem, I would either leave it as is, or remove the tool tip for new tabs completely.

What would be a very nice addition, is a way to disable tooltips, OS
wide, not everyone needs them, and they certainly can be helpful, but I
think many can and do find them annoying. Obviously with application
overides allowed.

Definitely not. A tool tip is not supposed to duplicate existing information, but to show additional information -- like in the Tracker status window.

Since they only show up when you want them to (yes, and maybe also if you rest your mouse accidentally over some component), it's really not worth the effort to make this configurable at, and surely not on a per application basis. If that would be needed, it would be good indication of using tool tips the wrong way.
