Sounds like this is a duplicate of the entire voting process to me.
You have decided on what will be in or out of the alpha already.
Feature sets are now "Frozen".  Code will be frozen when those
features voted for inclusion are implemented, and required bugs have
been fixed.

Alpha release date can be set when all features have been implemented,
required bugs have been fixed, the code is frozen - set the release
date with the right amount of time to prepare packages for
distribution.

Before that, no one really knows when it will be.  No point in setting
a deadline, as I'm sure everyone that is working is working as hard
and as fast at it as they can.  Why pressure them even more?
