[haiku-development] [Vote] Commit access for Brian Hill

Hello everyone!

I'd like to propose Brian "perelandra" Hill for commit access to
become a proper member of the Haiku dev team.

He's the developer of Einsteinium [1] and other 3rd party apps. His
more recent contributions to Haiku were the Repositories preference
panel [2] and his ongoing work on the SoftwareUpdater [3] and the
Notification Center [4].
He needs very little prodding with regard to the coding guidelines, is
apparently comfortable to research and code things solo, but seeks
feedback and heeds it when sensible. In short, I think he'd be an
excellent asset for the dev team.
