It's not really part of the build system, I think, because it's not
capable to just grab all flags icons and pop out the CountryFlags.rdef
file (as there doesn't seem to be a way do batch convert IOM -> rdef).
In that sense it's just a tool to work the manually exported flag rdefs
into the CountryFlags.rdef file.
Still build/scripts?
