Yes that entry at http://dev.haiku-os.org/wiki/i18n would be the next
step to set up a translation team. I myself have worked some years in
Translation team for Finnish:
http://translationproject.org/team/fi.html and could maybe take over
as a Language Manager, if there is no other candidate.

I have also translated Haiku User Group Nordic into Finnish:
