Technically, yes, but visually speaking, that the desktop is always 
visible does not equate to the desktop folder being open.

If you are going to display the Desktop folder in Tracker, then you 
should be able to open it in a window just like any other folder, as 
that would be the consistent behaviour that anyone would expect. 
Otherwise, hide the Desktop folder from Tracker (like it's done with 
the Trash, if I am not mistaken).
