You' re probably right. FWIW, Gnome has removed the theme preference pane out of their core. They said that only a slight percentage of users actually change themes. Windows and Mac are also very limiting when it comes to theme choices, and it's obviously not because they don't have theme infrastructure in place. I guess much more likely concerns similar to Pete's are involved: it's easier to create custom controls that blend in with the rest of UI, when you know how that UI looks. When the theme choice is limitless, creating something that would look great with all those themes is close to impossible.
