Here's some minor suggestions to the proposal

Reason: A spam attack may not be damaging to the hardware, it may not
even disrupt services.
But, it would be affecting the integrity of the system overall and
more importantly the integrity of the project's name.

no reason to exclude non-dev contributors on something that may be a
voting process.
