You are just hiding the fixing of driver/booting issues by pushing out a beta first with focus on hardware support. That's probably a natural roadmap anyway, but it's the same thing as considering better hardware and booting support as a blocker for R1. Either way you look at it, it seems to be a major concern among the voters and it's a big chunk of work. For previous alphas, we have specifically not considered known driver issues as a blocker for the releases (except maybe disk driver issues that cause FS corruption).
