What do you mean by that? I just tried to do the same, and it worked
without any issues.

Huh? It's a standard Tracker window. Or do you mean the edit rect within
the window? And when you say "localized" you mean non-ANSI characters,
I guess? Ie. not "a-f" but äÄ...
What font are you using, and at what size?
