+1 for having the pre-alpha images (with the development tools included)

I'm ok with keeping terminal in the bootscript on the alpha, perhaps
dropping it on the beta.  I've had a handful of requests for
development images, sometimes pointing devs to my private ftp site.
It will be nice to be able to point them to these images instead.
Plus this, like you said will give us images to check our progress on.
One thing I would also like to see is better defaults for the
trackersettings.  Every time I boot into a fresh image it seems the
first thing i do is to open tracker preferences and enable "Show
Folder Location in Title Bar", "Single Window Navigation", and "Show
Navigator", also I enable the volune bar on the icons, but that's a
personal preference, I do think most users like the single window,
with the navigator enabled though.

As for the image size, 400MB can be a bit cramped if trying to build
larger programs, since many times you try to have 2 or 3 copies of a
source tree loaded so you can create proper patches and such things.
When working on CMake we were using a 512MB image and were running out
of room.  I finally switched to 2GB and that was plenty.  The size of
the zip files doesn't grow by much by making the image size larger, so
maybe consider increasing it.
