Tiger was emulated with rosetta by a crack-team or apple, i forget
which.i think both.apple tried it and somebody came in and finished the
job and open up to 'vanilla' plain jane DUO CORE cpus.

the PPC instructions at that stage are fully emulated into INTEL ones,
explaining why Tiger is so much slower than Leopard.

i believe Apple did this as a BETA and somebody leaked it into INTEL
OSX86 Tiger.Apple had full plans to convert to INTEL, just had wanted it
on thier propriatary hardware like the mini, not plain ole intel
hardware you can find anywhere. This explain the move to EFI.
