I agree that keeping consistent formatting throughout the system is
crucial. However, I feel that title case is more appropriate in this case
for a few reasons:
1) These are the official block names as they are given in the Unicode
standard.
2) All other software that I have used presents the block names this way.
Including BabelMap, the KDE and GNOME character maps, and so on.
3) It isn't inconsistent with the rest of the Haiku UI, as these are
proper nouns, not descriptions. Something like "Deskbar preferences" is a
description of what will appear when you click on it. The names of the
blocks are the names of the blocks, not just descriptions of what they
contain. When you say "CJK Unified Ideographs E", that is the name of the
block. If you change it, then it's no longer the correct name of the block.
This is in contrast to "Deskbar preferences", which you could change to
"Deskbar options" and still be perfectly correct, since those both mean the
same thing.
As for the issue of translation, this doesn't make much sense to me, since
title case is different between languages, anyway. For example, the French
version of title case only capitalises the first word. Because of this, the
translations shouldn't necessarily be consistent with the English version
to begin with. Ideally, they should be consistent with the official Unicode
standard in that language, if a translation has been done.
These are just my thoughts.

I'd advise against changing capitalization.
I don't see any gain in the change. Haiku uses sentence casing
everywhere in its GUI. Furthermore, these strings are already
translated, changing them would invalidate all those translations.
