I see this too, when testing smb-fs. After a certain amount of data
transferred, network speed drops to 100-200kB/s, system wide, until reboot.
I don't think it's related to TCP: when it happens I also see other weird
network behaviour, invalid ethernet packets (completely filled with 0xcc
bytes, including the eth header) being sent by Haiku. Looks more like some
brokenness deeper in the network stack or drivers.
